Oulu Music Video Festival was founded in 1994 by students of the Oulu School of Arts and Crafts. The core of the festival is the Finnish Music Video Contest, in which the best Finnish music video is awarded the Golden Pumpeli Award, and the most promising young director receives the Teen Pumpeli Award.
In 2015, new categories were introduced for post-production and cinematography, with winners recognized through the Post Pumpeli Award and the Lens Pumpeli Award respectively. The Finnish Music Foundation also presents an annual award at the festival to an individual who has advanced the art of music videos. Since 2025, OMVF has also hosted an international music video competition. Screenings are primarily held at the Cultural Centre Valve.
The world-famous Air Guitar World Championships were first organized in 1996 as part of the Oulu Music Video Festival.
The festival’s Executive Director is Juhani Oivo, and its Artistic Director is Joel Karppanen.

Oulu City Hall is the seat for the municipal government of the City of Oulu, Finland. It is located in the Pokkinen district of the central Oulu.
The neo-Renaissance style city hall was designed by a Swedish architect Johan Erik Stenberg as the restaurant and hotel Seurahuone in 1885. The third floor was added and other major changes made in 1920 according to plans of architect Oiva Kallio. Some of the changes were reversed during the renovation in 1978–1982, for example the doors were restored to their original location.
The city council has assembled in the city hall since 21 December 1920 and the municipal government since 7 January 1931. The Oulu City Theatre has also had its facilities in the city hall.

Oulu is a major port city in Finland and the regional capital of North Ostrobothnia. It is located on the north-western coast of the country at the mouth of the River Oulu. The population of Oulu is approximately 217,000, while the sub-region has a population of approximately 265,000. Although only in the top 2% of universities, the University of Oulu is regionally renowned in the field of information technology. Oulu has also been very successful in recent city image surveys; in a study published by the Finnish Economic Survey in 2008, Oulu received the best image rating among large cities in the country, including ratings from respondents in all provinces. In the 2023 T-Media survey, Oulu was tied with Kuopio as the second most attractive city in Finland, while Tampere was ranked first. In 2025, Oulu had the cleanest air quality among all European cities according to European Environment Agency.
Once known for wood tar and salmon, Oulu has become a major high-tech centre, particularly in IT and wellness technology. In 2024, Oulu placed third in the European Commission’s Capital of Innovation Awards in the Rising Innovative Cities category. Other important industries include wood processing, chemicals, pharmaceuticals, paper and steel.
Oulu has been selected as the European Capital of Culture for 2026 together with Trenčín, Slovakia.

Cultural Centre Valve is a cultural center in the Pokkinen neighbourhood in Oulu, Finland.
The cultural center provides spaces for variety of cultural activities. There are two theatre stages, a cinema, galleries, workshops and other spaces in the building. The Valve has got the second largest film library in Finland. The film library as well as the cinema Studio are operated by the Oulu Film Centre. Northern Photographic Centre has got its office and galleries in the cultural center.

Oulun Lyseon Lukio is a Finnish upper secondary school in the city of Oulu in northern Finland. The school has over 60 teachers and about 750 students. In addition to the Finnish national curriculum the school provides the option to study the International Baccalaureate programme in English. Since 2018 Lyseo has a distance teaching campus in the small town of Tyrnävä. In 2018 255 students, of which 50 took the IB programme, were accepted to the school .
